WE'RE AN AGENCY UNDER THE US DEPARTMENT OF TRANSPORTATION AND OUR MISSION IS TO PREVENT CRASHES AND INJURIES AND FATALITIES INVOLVING LARGE TRUCKS AND BUSSES. SO EVERY YEAR WE HOLD A CONTEST. OF THE 20 UNITS, FIVE OF THEM WILL BE SET ASIDE FOR HOUSEHOLDS IN THE LOW INCOME AFFORDABILITY BRACKET. AND I JUST WOULD LIKE TO POINT OUT THAT FIVE LOW INCOME UNITS THAT IS SIGNIFICANT IN THE PAST FOUR AND A HALF YEARS THAT I'VE BEEN HERE, WE'VE ONLY HAD TWO OTHER UNITS IN THIS AFFORDABILITY LEVEL. SO THAT WOULD BRING SEVEN, WHICH IS SIGNIFICANT. AND BY PROVIDING THE AFFORDABLE UNITS, THE PROJECT IS ELIGIBLE FOR STATE DENSITY BONUS CONCESSIONS AND WAIVERS AND ALSO REQUIRES THE CITY AND THE APPLICANT TO ENTER INTO AN AFFORDABLE HOUSING AGREEMENT. AS MENTIONED, THE PROPERTY ADDRESS IS 5732 LINCOLN AVENUE, AND IT'S LOCATED BETWEEN THE POST OFFICE AND AN RV STORAGE FACILITY. THE SITE IS CURRENTLY OWNED BY THE CITY, AND AFTER THE PROJECT RECEIVES ITS ENTITLEMENTS, IT WILL ENTER INTO ESCROW WITH THE OLSEN COMPANY. STATE LAW REQUIRES THAT THE CITY SELL THE PROPERTY THAT THE CITY SELLS IT NOW, AND FOR HOUSING PURPOSES. THE STATE DID REVIEW THIS PROJECT, APPROVED IT, AND SAID THAT THE CITY MET ALL SURPLUS LAND ACT REQUIREMENTS IN THE SALE OF THE PROPERTY. THE PROPERTY ITSELF IS 1.1 ACRES IN SIZE AND HAS BEEN LEASED TO FRUCTOSE FARMS SINCE 2005. ON THIS SLIDE IS THE PROPOSED SITE PLAN. THE PROJECT CONSISTS OF TWO BUILDINGS, EACH WITH TEN ATTACHED UNITS. THE SITE ONLY HAS ACCESS FROM LINCOLN AVENUE, SO YOU'LL SEE THERE'S A HAMMERHEAD THERE IN THE MIDDLE OF THE PROJECT. THERE'S OVER 8000FTā– !S OF COMMUNITY OPEN SPA, AND IT'S LOCATED IN THE FRONT AND REAR SETBACK AREAS. THE PROJECT DOES MEET MOST OF THE REQUIREMENTS OF THE LINCOLN AVENUE SPECIFIC PLAN. HOWEVER, IT IS REQUESTING TWO CONCESSIONS. THE FIRST IS AN INCREASE IN BUILDING HEIGHT UP TO 36FT, AND THE SECOND IS AN ADJUSTMENT TO RAISE THE FLOOR AREA RATIO FROM 50 TO 80%. ASIDE FROM THESE REQUESTS, THE PROJECT COMPLIES WITH ALL OTHER DEVELOPMENT STANDARDS, INCLUDING RESIDENTIAL DENSITY, SETBACKS, AND PARKING. DID I SAY THAT WRONG? WHY ARE YOU GETTING THAT? OH, OKAY. THE AGREEMENT SPECIFIES THE CONCESSIONS AND WAIVERS GRANTED, THE AFFORDABILITY LEVEL AND TERM, AND ENSURES THAT THE AFFORDABLE UNITS ARE DISTRIBUTED THROUGHOUT THE DEVELOPMENT WITH SIMILAR FINISHES TO THE MARKET RATE. UNITS. A TRAFFIC ASSESSMENT WAS PREPARED FOR THE PROJECT. THE DEVELOPMENT WILL CONTRIBUTE 135 DAILY TRIPS, WITH EIGHT IN THE AM PEAK HOUR AND TEN IN THE PM PEAK HOUR.

PROJECTS SUCH AS THIS ONE, WHICH CONTRIBUTE LESS THAN 50 TRIPS PER PEAK HOUR, ARE CONSIDERED INSIGNIFICANT. THIS PROJECT IS EXEMPT FROM SEQUA AS INFILL DEVELOPMENT. THERE HAS BEEN PUBLIC OUTREACH REGARDING THE PROJECT. THE APPLICANT HOSTED A COMMUNITY MEETING. MY PROPERTY ADJOINS WITH OR IS LOCATED BEHIND THE NORTH SIDE OF LINCOLN AVENUE UNDER MEASURE S. I ENCOURAGE ALL THE CITIZENS POSSIBLE TO VOTE YES FOR THE MEASURE TO ALLOW THE ADDITIONAL HOUSING UNITS. THE ADDITIONAL HOUSING DENSITY AROUND THE TOWN CENTER AND COMMON SPECIFIC PLAN AREA. IF IT DOES NOT PASS, THE REPERCUSSIONS ARE THAT THOSE NUMBER OF UNITS WILL HAVE TO BE INCLUDED IN AN INCREASE IN DENSITY ALONG LINCOLN AVENUE. LET ME JUST TELL YOU SOME DIFFERENCES BETWEEN THE TWO AREAS. I RECOGNIZE THAT THE REASON THAT THERE WAS A LOT OF THOUGHT THAT WENT INTO LOCATING THESE UNITS AROUND THE RACETRACK SPECIFIC PLAN AREA, AND AS OPPOSED TO THE LINCOLN AVENUE SPECIFIC PLAN AREA, FOR INSTANCE, THE TOWN CENTER HAS A MUCH LARGER SETBACK BETWEEN ITS DEVELOPMENT AND THE NEAREST RESIDENTIAL. IF YOU LOOK ON GOOGLE EARTH AND DO THE USE THE MEASUREMENT TOOL, IT'S OVER A THOUSAND FEET FROM THE NEAREST RESIDENTIAL PROPERTY TO THE HIGHER DENSITY AREA THAT WE'RE LOOKING AT. THE CLOSEST RESIDENTIAL DEVELOPMENT WOULD BE ONLY EIGHT DENSITY UNITS PER ACRE. THIS IS SIMILAR TO THE SYCAMORE LANE DEVELOPMENT NEXT TO CITY HALL. THAT'S TWO STORY, PRETTY REASONABLE DENSITY, SEPARATED BY A FOUR LANE HIGHWAY

OF CERRITOS AVENUE. ON THE OTHER HAND, THE LINCOLN AVENUE SPECIFIC PLAN PROPERTIES HAVE NO NO STREET BETWEEN THEM. THEY HAVE AN ADJOINING PROPERTY LINE. AND THERE ARE SOME PROTECTIONS RIGHT NOW FOR A SETBACK FROM THOSE PROPERTIES, FROM THE NEAREST BUILDINGS THAT WOULD BE BUILT THERE. THAT'S A 20 FOOT SETBACK. HOWEVER, BECAUSE AS WE'VE SEEN SOME EXAMPLES, WHEN YOU DO AFFORDABLE HOUSING, THERE ARE WAIVERS THAT CAN BE DONE TO REDUCE THOSE SETBACKS, TO ALLOW ALL THE ALL OF THOSE UNITS TO BE CONSTRUCTED. SO WE COULD END UP WITH LESS. AND THEN IN ORDER TO FIT 50 TO 60 UNITS PER ACRE ON SITES THAT ARE, THE AVERAGE SITE SIZE IS 1.2 ACRES. IN ORDER TO FIT THAT ALL ON THERE, YOU'D GO UP TO 4 OR 5, SIX STORIES POSSIBLY. SO THAT'S THE IMPACT.
