PRESENTATIONS Introduction of New City Employees

ORAL COMMUNICATIONS ON AGENDA ITEMS (Three minutes per speaker. The City Council may adjust the time allotted per speaker.) The public may address the City Council on agenda items prior to any action taken. Although Council Members may provide brief responses, the City Council may not engage in a discussion with members of the public during the meeting. Please complete a Speaker's Card to address the City Council in-person. Please follow the instructions at the end of the agenda and wait for the Mayor/City Clerk to call on you to address the City Council virtually. Speakers providing in-person comments will be called first. Members of the public are encouraged to communicate with the City Council via email at adm@cypressca.org or by calling 714-229-6699.

CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item.

6. Approve Task Orders for Communications Support and Marketing Prepared by: Peter Grant, City Manager Recommendation: 1. Approve a Task Order to Communications LAB for $120,000 for City Communications Support and Marketing Services for FY 2023-24; 2. Approve a Task Order to Communications LAB for $60,000 for Recreation and Park District Communications Support and Marketing Services for FY 2023-24; 4. Authorize a $25,000 appropriation transfer in the City's General Fund from personnel costs to contract services; and 5. Authorize an $8,000 appropriation in the City's General Fund.

9. Approve Settlement Agreement with Orange County Transportation Authority Prepared by: Matt Burton, Director of Finance and Administrative Services Recommendation: 1. Authorize the City Manager to approve a Settlement Agreement with the Orange County Transportation Authority; and 2. Appropriate $10,465 in the City's General Fund for the preparation of a Streets and Right-of-Way Cost Allocation Plan.

10. Receive an Update and Potentially Provide Direction on City Council Meeting Agenda and Format Revisions Prepared by: Alisha Farnell, City Clerk Recommendation: Receive an update and potentially provide direction on City Council meeting agenda and format revisions.

11. Receive a Report of Trail Court's Decision in the Youngsma et al. v Cypress School District and City of Cypress lawsuit Prepared by: Fred Galante, City Attorney Recommendation: Receive a report of trial court’s decision in the Youngsma et al. v Cypress School District and City of Cypress lawsuit.
